Step 1: Download the Microsoft Windows Installer
Download the file. Which version you should download depends on your version of Windows.
Windows 98 or Me: Windows Installer Redistributable for Windows 95, 98 and Me

Follow the instructions for your operating system:
Windows 98 or Windows Me: At the bottom of the page, in the "Files in this Download" section, click the link to the .exe file.
Windows 2000 or Windows XP: At the bottom of the page, in the "Files in this Download" section, click the link to the .exe file.
***Note: When downloading the Windows Installer for Windows 2000 or Windows XP, if you are visiting the download page for the first time, near the top of the page you may see a "Validation Recommended" box. If you see this, click the "Continue" link and follow the prompts to get to the actual download page containing the "Files in this Download" section.***
Save the file to the Windows desktop. Do not double-click it at this time.
Step 2: Rename the old Microsoft Windows Installer files and reinstall the Microsoft Windows Installer
Follow the steps for the version of Windows that you are using:
Windows 98
On the Windows desktop, click Start > Shut down.
Choose Restart in MS-DOS mode, and then click OK.
At the DOS prompt, type the following, and then press Enter after each line.
[list:30lncfvl]cd \windows\system
ren msi.dll msi.old
ren msihnd.dll msihnd.old
ren msiexec.exe msiexec.old
exit
Restart the computer.
On the desktop, double-click InstMsia.exe.
Follow the prompts to complete the installation.
Restart the computer.
Windows Me
If you have a Windows Me Startup disk, insert it into the drive, and then skip to step 6.
On the Windows desktop, click Start > Settings > Control Panel.
Double-click Add/Remove Programs.
On the Startup disk tab, click Create Disk to start the process.
Insert a formatted floppy disk, and then click OK when prompted.
Either insert the Startup disk or leave the floppy disk in the drive and restart the computer.
Click Minimum Boot at the startup menu.
At the DOS prompt, type the following, and then press Enter after each line.
cd \windows\system
ren msi.dll msi.old
ren msihnd.dll msihnd.old
ren msiexec.exe msiexec.old
exit
Remove the Startup disk and restart the computer in Safe mode. For help doing this, read Starting your computer in Safe mode.
On the desktop, double-click InstMsia.exe.
Follow the prompts to complete the installation.
Restart the computer.
Windows 2000
On the Windows desktop, click Start > Run.
In the Open line, type command and then click OK.
At the command prompt, type the following, depending on your version of Windows, and then press Enter after each line.
cd \winnt\system32
ren msi.dll msi.old
ren msihnd.dll msihnd.old
ren msiexec.exe msiexec.old
exit
Restart the computer.
On the desktop, double-click InstMsi.exe or WindowsInstaller-KB893803-x86.exe.
Follow the prompts to complete the installation.
Restart the computer.
Windows XP
On the Windows desktop, click Start > Run.
In the Open line, type command and then click OK.
At the command prompt, type the following, depending on your version of Windows, and then press Enter after each line.
cd \windows\system32
ren msi.dll msi.old
ren msihnd.dll msihnd.old
ren msiexec.exe msiexec.old
exit
Restart the computer.
On the desktop, double-click WindowsInstaller-KB893803-x86.exe.
Follow the prompts to complete the installation.
