My nasty cheapo drive hates many of my dvd's and it is time for a new one. If you you can install virtual clone drive on the laptop, you can use the current OS to mount your ISO image of Windows 7 and run the setup from the OS. It will copy all of the files it needs to install before it reboots for the first time and will not need to access to disk again. This is how I have done all of my W7 installs.

This sort of problem is not uncommon on stand alone DVD recorders and players as well, and if you have tried cleaning the laser lens I'm afraid it is almost certainly a problem with the optical assembly, which means a new drive.

Very common in laptops. too much downwards pressure on the open drawer whilst putting in a disk. Slightly bends the rails making reading heads misalign.

how did you burn the disk? ie what speed, app used, was the disk finalised and checked for errors?
did you set the disk type to cdrom or just leave it at +R ? (helps on some readers)
visually inspect the written side for marks or contamination, even a greasy fingerprint can render a marginal burn unreadable in some drives.
