Powered USB hardware

When I connect hardware needing power to my USB port for example a wireless mouse, powered hub or an IPOD the computer will not shut down, it just hangs on the screen saying "windows is shutting down".
To fix it I have to switch off the mains power, unplug the offending hardware, then power up.

Any ideas please?
