This has been discussed before.
The reason why Novatech do not do it is because for one it voids your warranty and for another it is not guaranteed to be stable all the time which means they will get complaints from people who can not sort it out. The other problem is that I think people prefer to have their warranty rather than a faster PC, the general public this is.

If Novatech want to make more money then they should - AMD & Intel always do RMA whether or not a CPU has been clocked or not even if their warranty doesnt offer it, this is why other companys offer overclocked systems, anyone would be a fool to say "hey I overclocked my cpu" other companys woudnt offer it if they coudnt RMA the CPU's.
CPU overclocking is one of the main strengths & reasons as to why CPU's sell, also CPU's such as AMD X4 955BE / 965BE look good on paper because of their high stock clock, so these systems will sell anyway to the general Fred Bloggs who lives in a terraced house & knows sod all about computers.
But other than this, overclocking is easier than ever now alot more easier than Athlon days in my opinion, alot more people are involved etc, alot more info about how to do it, how to get around things.
Like the Phenom II X4 955BE you can turn it into a 965BE just by upping the CPU-NB VID by +.100 then uping the multi to x17 not cpu voltage change needed (not the best way to get performance) & it's running on less volts than the 965BE :p

thats why i said the option to have it OC'ed a bit like the costomize your system part on the pcs section
