blue frame on display

we have a nero x2 4200 dual core
when we switch on it comes up array
then it goes through BIOS and requests reboot and then goes on to blue frame with no icons on display
sometimes we have to switch on 2-3x before we get display with icons
this usually happens instead of going on to screen saver as well
why is this happening?

what motherboard are you using
it could be a bios problem
have you tried asking your motherboard manufacturer
you could try updating your bios
