"Unlocked" means not tied to a certain network.
I have nothing else to add.

to unlock phones u can do it over the internet if you know how, or you get independent shops that charge about £10
No such thing as "best" in this field ;-) only what we like!
I don't like touch screen phones but recently played with a ToccoLite that came from TMobile for less than £60 and it seem good for the price.
What features do you want in a smartphone? I have a Nokia E71 but that's double your budget :( I also have a SPV C600 which does all the calendar / organiser functions which my E71 does and can be had for under £30 now. Best bang for buck if that's what you are looking for in a smartphone.

i want a cheap phone. unless anyone can repair my broken nokia 6500s for free, then i want a new one. the one i got at the moment is rubbish. i like the idea of a touch screen, so i saw this http://www.amazon.co.uk/gp/offer-listing/B002L6G8X4/ref=sr_1_olp_67?ie=UTF8&s=electronics&qid=1265299316&sr=1-67&condition=used. Coincidently it is a tocco lite

i also have an e71
very classy, very versatile and built like a brick outhouse.
wifi, 3G, GPS, keyboard. good app support (native, not generic Java apps for things like opera mobile and google apps)
not touch.
can be had for free on '3' on their cheaper contracts too.

any one fathom what '15 months free by redemption' means?

it probably means you pay for 18 months and get 15 free by way of a scammy cashback scheme (scammy because the terms are so unforgiving, it won't take much for them to weasel out of it... like you have to send them specific information on certain dates and if you miss the window, you lose out on the lot... or something)
edit:
yep... here's an example from that site
