Please provide complete list of all controllers listed under USB in Device Manager. Or a screen shot so we can see exactly which bits have and have not been installed.

There is no sign of an Enhanced Controller i would have expected.
All other devices in Computer Managment are fine ie no yellow ?'s
running windows xp pro -installed with sp1 then patched to sp2 and
all (39) windows updates downloaded and installed

Thank you for that information
In order to fix this please do the following.
Boot the unit and enter the BIOS by pressing F2 on the initial BOOT Screen when you first turn on the unit.
When in the BIOS screen there are serveral TABS across the top of the screen. Scroll across using the right arrow key until the Exit TAB is highlighted.
In there you will see an option called Load Optimal Defaults. Scroll down to this using the down arrow key and then press the Enter Key to select it and press enter key again to OK and confirm loading optimal Defaults. This will make the BIOS refresh all its program modules contained in the BIOS ROM.
Now Scroll up to Save Changes and Exit. Press enter key twice to select and confirm saving BIOS.
Allow unit to boot to Windows XP and it should now find the Intel USB Enhanced controller and USB2.0 Root Hub. These should install automatically within a minute or two of windows loading.
USB2.0 Devices should now work correctly.

For some unknown reason my usb ports reverted back to usb rev 1 and I had the same list as arwoodger for the usb controllers.
I followed Coops advice and now have one additional line that says;
Intel(R) 82801FB/FBM USB2 Enhanced Host Controller - 265C
Is that all that is required to make all the ports into usb2?
Cheers

Yes
Yep thats all you need. The rest of the stuff is pretty much the standard USB controllers. The Enhanced Host controller bit is what allows those USB 2 ports to communicate at USB 2 speed. Without this device the USB ports would only run at Usb 1.1
