I am looking to make a new computer and am looking for a second opinion/improvement:

Also would the CPU come with its own fan or would i need to buy one for it myself?

Personally i would go for an ATX board rather than the Micro ATX board; especially considering your buying a mid tower case. Dont forget you'll need a PSU too.
Yes the CPU will come with the Stock Cooler as long as you buy the Retail one, not the OEM version.

IMO, this would be better, it has more features at a lower cost.

Btw, it's best to stay away from generic power supplies and get a branded one of optimum stability, this is especially important if you plan on overclocking

what are you looking to use it for?
Nothing much, just surfing the internet and playing some recently released games on med/high with good frame rates.

thats bit of a contradiction..
not much.. only play games as best as possible
so youre looking at a gaming machine..
i would recommend the amd 1050t with the msi matx 890gx mobo with maybe either 2x 5770 or a 5850 chuck it in a antec 300 case with a corsair tx650 or an ocz stealth extreme 700w/ xigmatek 700w add generic disc drive and hard drive to suit. windows 7 is a must these days..
sounds good to me..
tbh what you speccd isnt up to much.
state a budget and we'll see what we can do for you

A few comments on H55 chipset with i3 530 processor. This is really a home cinema and general solution with pretty good 1080P graphics onboard, or on-chip to be more exact. A HD 5450 graphics card probably wouldn't bring much more to the table. The P55 chipset supports crossfire AFAIK with i3, whereas H55 doesn't.
