i have connected the s-video cable to the TV using the s-video>scart adapter and there is no colour

This could be because it is set to NTSC rather than PAL, but this will only be the case if this is able to be altered and is not fixed.
It could also be because your TV does not support S-Video or you have do not have it connected to the right port on your TV

How would i go about changing it to PAL

In Notebooks this is normally switchable via the BIOS.

On PC Graphics cards it is done by the cards Firmware. So its preset. If your card was built for America Market its set for NTSC, Europe its PAL. ASIA its SECAM. This is roughly how it is but some countries are slightly different to this rule. UK is PAL though

So if you are using PC card its probably not your graphics card its more likely cabling of TV itself.
Please could you provide detailed setup.
What is your source Device. What cabling / adaptors your using and what is the detination device you are using. I can then work through this and see if i can spot the problem.
