How are you trying to Format your HDD?
If you want to install Windows 7, fresh on the same drive, you will need to go through the standard Windows setup, I.E, Insert disk, (press any key/f6), wait for setup, language selection & EULA, Product Key, before coming to the HDD selection area, where you will be given a choice of HDD to install to, and if need be, Formatting the HDD. If you want to install 7 onto a different drive, and wipe this one, then do all of the above, and Format both HDD's in the selection box, and then click your new, the one you want to install Windows on, and it will complete setup, and you will be left with a fresh install of 7, and a blank HDD.

Hope that helps.

Hook both drives up, boot and hold F12 select the drive that you don't want to format and let Windows load, then My Computer, right click d:\ or whatever the slave drive letter is and select format, follow prompts, the easy way. :)
