On a tight budget, planning to use it for gaming but also as a family surfing machine.

I don't need a hard drive, OS, monitor, keyboard or mouse.

The build I'd quickly thought up is :

i3 2100
Z68 motherboard or a nice H61
Zalman Z9 Plus
4GB of RAM
600w PSU, something like the Novatech powerstation or an OCZ.

It doesn't need to be a beast that plays games at Ultra in 1080p at 2000 pixels resolution, the monitor we have probably won't be above 1300 pixels resolution. As long as it runs at better graphics and fps than my xbox 360 I'll be happy, otherwise I might as well stick with that for gaming.

Just a little over but should be worth it...

Try this, if you want to get back to the original cost swap the 2400 for the 2100, but it is a dual core not quad core and it does help in games to have a quad.
