This is usually due to a technology known as SpeedStep. The laptop is behaving normally and deliberately limiting the CPU power consumption to improve battery life.
If you are using Windows XP there is a utility called SpeedSwitch that can force a higher speed, this will reduce battery life when the AC adaptor is not connected:
