The first thing to try is to hold the power button down for around 5-10 seconds to force a shutdown. The notebook may been stuck in a hibernation mode or may have crashed. Then try to start the notebook again as normal.
You could also try removing and reseating the battery.
If the notebook will start with the mains AC adaptor plugged in then the battery may be faulty or at the end of it's working life.
It is also possible that there may be an internal fault that is causing the battery to no longer charge, however these faults are rare.
