I only use it regularly for one purpose (remove "borders" from graphics on a web site) but ImageMagick might be worth a look for anyone wanting to perform image manipulations.

I should have added, one way I think it is handy is if you want to do a batch job, eg. say you wanted all your photos in a directory resized to 640x400 and not have to open a graphical interface each time.
