Most of the laptops we have that have a built in wireless card have a switch to enable and disable the wireless connection.
The main reason the laptops have these switches is to save power when you are not using your wireless connection.
Some laptops have a switch on the front, others have them on the top above the keyboard. Some of the first laptops we sold with wireless cards did not have a switch but wireless could be enabled and disabled by pressing the Function or FN key and F1.
If the switch is in the on position and you are still having problems with the wireless card the first thing to try would be to install or reinstall the drivers for the wireless card.
