ISYS PRO Boot Problem

I bought an ISYS Pro system on 9th June. It will now not boot up.
Novatech details:

Product Codes: PC-0912TH / RAM-53/512
Serial No: 7086862-001

The sequence of events are:
Power on
Fan speeds up twice
single short beep
Fan speeds up twice
single short beep
Foxconn logo
Windows failed to start screen, select Safe Mode, Normally, etc.

If start normally selected:
Fan speeds up twice
Video card driver info displayed
Single short beep
Fan speeds up twice
Video card driver info displayed
Single short beep
Foxconn logo
Windows failed to start screen, select Safe Mode, Normally, etc.

If safe mode selected:
Loads up drivers to Wupdfpf.sys, then some more, but disappears to quick to see.
Fan speeds up twice
Video card driver info displayed
Single short beep
Fan speeds up twice
Video card driver info displayed
Single short beep
Foxconn logo
Windows failed to start screen, select Safe Mode, Normally, etc.

No new hardware has been added since initial installation in June.

Any ideas/clues anyone?
